Dear Elizabeth,
It’s refreshing to kick off a new month with exciting news. I’m happy to share with you that, because of your
help, we have successfully amended the mandatory auditor rotation provision. The conference committee filed its report late Wednesday night, which
included a modified version of the auditor reform proposal. After it became clear the committee would not drop the language, the MSCPA offered
language requiring rotation for only external auditors who conduct five consecutive agreed-upon procedures for housing authority compliance audits.
The language was adopted and can be found in section
10. We are grateful to Chairman
Kevin Honan, Senator Stephen Brewer, Representative Brian Dempsey and Undersecretary for Housing
and Community Development, Aaron Gornstein and their staffs for their support. A special thanks to the 551 MSCPA members who sent letters to
their legislators urging them to reconsider the proposal – you were an essential part of this process!
Another bit of good news: State legislators have decided to keep non-compete agreements intact, not
restricting them in the private sector. The conference committee unveiled the final bill on the last day of the legislative session. The MSCPA provided testimony in opposition at a
committee hearing in early July. Thank you to everyone who worked to make this a successful outcome.
