| Legislative Update
| Unemployment Insurance (UI) Relief Bill Correcting Solvency Rate Enacted, Governor’s Signature Imminent
Last night, the Massachusetts Legislature enacted legislation that moves the $7.4 billion in COVID-19 unemployment claims from the existing solvency account to a newly-created COVID-19 employer relief to be paid off, in part, through 20-year bonds, a move that will lower the solvency rate to around 1.12%.
The legislation is now before the Governor for his signature.
Once signed into law, the
first-quarter payment deadline will be extended to July 31.
The state will begin charging new Unemployment Insurance (UI) claims directly to the employer's account on August 1 at the agreed upon 2020 rates, which were part of the UI-related legislation signed into law in April.
Though this legislation does not rely on any of the federal funds allocated to Massachusetts through the American Rescue Plan Act (ARPA), lawmakers have not ruled out the possibility of doing so in the future. We will keep you posted on any developments.
