LEGISLATIVE UPDATE

Governor Baker Announces $98 Million in Mid-Year Budget Cuts
Earlier this week, Massachusetts Governor Charlie Baker announced $98 million in mid-year budget cuts to make up for an anticipated shortfall due to lower-than-anticipated tax collections. House Democrats have hinted at potential overrides of the slashed accounts, but no firm commitment has been made. In the meantime, the Governor’s team is beginning to craft the FY 18 budget, which is due out in January.

MSCPA Submits Revenue Collections Survey
Late last week, ahead of the State’s Revenue Consensus Hearing, the official start of the FY 18 budget process, the MSCPA submitted the results of the quarterly revenue collections survey. The report highlighted the insights we received from 45 of our expert members that showed a slow-growth state economy with little change over last year. The survey results are shared quarterly with the Department of Revenue and state budget writers to provide feedback on estimated payments, use of safe harbor, bonus activity, hiring and other factors that impact state revenues.
